Кажись разобрался. Надо обязательно в настройках сервера в файле server.ini в параметр (ServerOwnerEMail - адрес е-почты владельца сервера), обязательно писать "свой" email. Пока сервер не знает что вы не "владелец сервера" он не даёт ставить пометки. А владельца он узнаёт именно по email. Но это не точно.А чтобы пометить корреспондента командой rightmark его сначала надо добавить командой rightadd.

не понимаю, не проходит команда rightadd, говорит Error типа неправильно указана комната
